Council votes to pursue Moss


The Henderson City Council voted unanimously to offer Jerry L. Moss the position of Interim City Manager.

Council members Bobby Gupton and Bernard Alston were absent from the special meeting of the City Council.

Before the vote was taken, council member Ranger Wilkerson, who chairs the Search and Transition Committee, began discussion by telling the council that he had nothing to report. Wilkerson advised members that Moss had indicated that he needed to check and see if there would be any conflicts with his retirement before accepting the position. He reported that Moss had asked the council to wait until Monday before making the offer.

Henderson Mayor Clem Seifert responded that the council was convened for the purpose of getting council approval for pursuing Moss as Interim City Manager.

Council member Elissa Yount told the council that the Search and Transition Committee had voted to send the matter to the FAIR Committee for the purpose of working out the details of the contract.

City Attorney John Zollicoffer asked if Moss would start before the next City Council meeting. Seifert indicated that he would not, because no contract is in place.

Council member Garry Daeke asked if there was a job description for the position of Interim City Manager. Yount responded that the Search and Transition Committee had voted on one. It was further indicated by Wilkerson that he would have the same authority to hire and fire as the previous City Manager and that Acting City Manager Mark Warren currently has.

Daeke expressed concern about the impact the Interim City Manager could have in a six-month period.

Seifert indicated that the matter does not have to return to the full council and that the FAIR Committee has authority to go ahead with the details of the offer.

“He needs to know, since it’s public, that this council endorsed it,” Seifert said.

Zollicoffer stated that the council needed to delegate to the FAIR Committee the right to set the terms of employment for the record.
