On the subject of county-wide water:
Why were Henderson city residents not given the opportunity to vote in the county water referendum? Hendersonians pay taxes to Vance County, and at the same rate as non-Henderson residents. Do city residents not share in the potential liabilities should county tax funds be required at any point to build or sustain a water operation? This could potentially be a jointly funded project from which city residents share only the financial burden without any benefit.
