respect to matters before the City Council. If any Council Members knows of a conflict of

Citizens may only speak on non-Agenda items only at this time. Citizens wishing to
address the Council must sign-in on a form provided by the City Clerk prior to the
beginning of the meeting. The sign-in form is located on the podium. When recognized

3 Citizen Comment Guidelines
The Mayor and City Council welcome and encourage citizens to attend City Council meetings and to offer comments on matters of concern to
them. Citizens are requested to review the following public comment guidelines prior to addressing the City Council.
1) Citizens are requested to limit their comments to five minutes; however, the Mayor, at his discretion, may limit comments to three minutes
should there appear to be a large number of people wishing to address the Council;

Will the Council members cave or hold the line against more government subsidized housing in Henderson.
OLF – the two voices favoring the zoning change both involved in the project. One voice opposing the zoning change he is a resident in the neighborhood. Zoning change approved allowing new government subsidized housing for the elderly.
Michael, what was the discussion regarding recreation?
The absolute last thing we need here is more subsidized housing. Over the years, two different recruiters for business, have told me that they never consider Vance County because of the many problems this type of housing brings with it. We never learn
I generally agree rr, but senior housing makes some sense. The Vance Commons housing on Young St.seems to be well received, looks nice, havn’t heard of any problems, issues, crime, etc, and I believe they are always full. Any problems they might have had due to location wouldn’t seem to apply to this one on Vicksboro Road. One and two bdrms? Is it even in the city?
“If we build more senior housing–people will MOVE here who are no longer part of the work force” The City Council is never going to do anything to benefit taxpayers.
Alas, and boy do I agree with Royal Rooter’s post.
well, I think many, if not most, older citizens in this community do not have the savings and security
that you and RR have, Negative Nellie, and they may need some income assistance to have a safe place to reside during retirement, or even the last years of employment. It seems the Council is considering their needs. And the City Council does things to benefit taxpayers, you just need to be open to admitting it. And don’t always be so negative, hasn’t the city helped you any lately? Also, see my question re: recreation, that will help the city taxpayer.
Mingo assumes too much, at least for me, and I have heard that some people, in the recent past were told they had too much income for entrance to senior housing. These were longtime Henderson residents .
Mingo, my savings have nothing to do with my comment above. It is a proven fact that subsidized housing adds to the tax burden since many of these residents qualify for social services benefits, some of which are paid via the county tax rate. From my observation and information, quite a few people other than senior citizens find their way into subsidized housing even though this is supposedly forbidden.
Vance County and Henderson already have one of the highest percentage of subsidized housing in North Carolina. We have become a dumping ground. Why? Because we ask for it.
It may be a small comfort but I doubt poor (or not) retired people will make a bee line to Henderson!

During the city council’s annual retreat at least four council members can be heard expressing concern of our burgeoning government subsidized housing market. They each individually said it was a matter that needed addressing. Yet at Monday night’s meeting all seven council members approved a zoning change forever altering the existing nature of a community. The zoning change allows developers to build high density housing where only residential homes now stand. Sadly, the only developer desiring this zoning change lives two counties away and builds high density government subsidized housing. What was the benefit to the taxpayers with the approval of this zoning change?
Mingo, included in the Notes from the Peanut Gallery is my summation of what I heard Mr. Inscoe ask the council to consider in the coming budget meetings regarding parks and recreation.

“to build high density housing where only residential now stand” is also a little dramatic. No residential properties “stand’ there now, it is vacant, better stated, would be where nearby single family residential exists.
I’m a little overcome by the lack of consideration for elderly who might need housing. Me guesses you guys are set in that area. I again reference Vance Commons, 100% occupied, as I checked with the Chief, no issues with crime from these older citizens, nor anyone preying on them. Haven’t checked how much tax value that has added, but it has to be substantial, and to refer to Prudence’s comment about helping the taxpayers, it would seem that additional tax base is the ONLY way to grow and reduce the tax burden presently on her and RR. Maybe these ‘older than 55’ folks actually spend money in this area, this added sales tax to the general fund. Don’t see this as the argument for low income subsidized housing problem that does exist here, somewhat different I propose.
Many of us who have lived here for 50 years or more have witnessed the decline of the area with the advent of subsidized housing being part of the problem. Years ago, I spoke to the mayor and several council members and was told, “Don’t worry. We know what we are doing. These people buy groceries and gas.” Don’t fool yourself, while we continue to increase subsidized housing, we inherit people from Granville, Warren and Franklin counties. I have met several who live in subsidized apartments who moved to the area (with babies but no husbands) and head right for Ruin Creek and Social Services. With around 1,000 houses for sale in Vance County, the last thing we need to be doing is to build more.
