Yesterday at 8:30 the Land Planning Committee met to discuss six topics; the Armory, the Rose Avenue Library, other city properties, the Land Use Plan, storm water management and storm water containment.
In attendance at the meeting were Jerry Moss, Mark Warren, Lonnie Davis, Ranger Wilkerson, Diane White, Garry Daeke, Elissa Yount, Cliff Rogers, Frank Frazier and Bobby Gupton. Mary Emma Evans was also present as an observer.
Henderson City Council member Bobby Gupton covered the first two items on the agenda. It has been suggested that the City of Henderson donate its part of the Armory to the Boys and Girls Club. This donation is contingent upon Vance County donating their half of the Armory to the Boys and Girls Club as well.
The Land Planning Committee unanimously proposed that the City Council instruct Jerry Moss, City Manager, to present the proposition to the Vance County Commissioners. The agreement will be prepared on behalf of the city by John Zollicoffer, Henderson City Attorney.
Regarding the former library on Rose Avenue, Moss presented a request to the Vance County Board of Commissioners on October 23, 2006, to submit a reasonable offer to the Henderson City Council for the City’s share of the old library. The committee requested that Moss follow up on this matter with the County. If the County shows no interest, then deliberations to put the building up for sale will begin. This will require the approval of the full City Council.
Other City property decisions will be made at the next Land Planning meeting, giving the members time to review the list of properties owned by the city. The committee was instructed to identify properties that should be sold.
Free state aid has been offered by the Department of Community Assistance to update the current Land Use Plan. This aid can begin after the County completes the satellite mapping. Management was requested to obtain a completion date for the mapping.
Storm water management only applies to the portion of the City east of the railroad. Land Planning will explore the extention of storm water management to the entire corporate limits of Henderson. Frank Frazier, City Engineer, said he would have updated information at the next meeting.
The current storm water containment requirements address only the first inch of rainfall. It has been proposed that this be expanded to address an initial three inches of water runoff.
The proposal would require modification of the containment pools that hold rainwater runoff.
It was proposed that a study should be made prior to any additional construction in the city limits. The committee requested that Moss present this issue to the City Council.
