Former Weed & Seed director Rosa Bullock claimed that her rights had been violated in remarks made to the Henderson City Council during their regular meeting on April 14, 2008.
It is not known why Bullock is no longer in the position of director.
She told the council that she had tried to meet with them, but that the city attorney [Billy Strickland] had said that she could indeed meet with the council.
Strickland responded that he had told Bullock that a special meeting of the council could not be called for her to meet with them. Strickland also said that Bullock’s issues were a personnel matter that had been handled administratively.
Bullock responded that she has information that the council needs.
Henderson Mayor Pete O’Geary advised Bullock that the Henderson City Council is a policy-making body and that Bullock should get in touch with the city manager and city attorney and try to resolve the issue.
Council member Mary Emma Evans stated that she thinks the council is permitted to discuss policy pertaining to Bullock’s concerns. Evans said that if Bullock has a policy question, perhaps someone could answer.
Bullock claimed that certain files had left City Hall against policy. She also said that the city attorney had had her escorted out of [City Hall] twice.
Strickland responded that he had never asked anyone to leave by force or had anyone escorted from the building. He said that Bullock is allowed to come [to City Hall] anytime, but emphasized that she is not allowed in the office areas.
The city attorney said that “as a former employee, she has taken advantage of that”.
Bullock asked that her information be available when she comes. She said that when she was at City Hall before, “no one could find it”.
Strickland responded that she had received requested information each time.
