City awards renovation contract to J.L. Williams


During the Henderson City Council’s special session of April 21, 2008, it voted unanimously to award the contract for the renovation of the former library into the new City Hall to J.L. Williams Construction.

J.L. Williams was declared the low bidder at $389,605. Also included in the award was an alternate amount of $85,262 to replace the HVAC unit.

Vance Construction and H.G. Reynolds also bid on the project.

According to Assistant City Manager Frank Frazier, who is spearheading the renovation project, the existing heating and air conditioning unit is insufficient for controlling the climate of individual office spaces. Frazier also mentioned that an upgrade to the electrical system is necessary.

When council member Mike Rainey asked why the alternate of $85,262 was nearly twice that of H.G. Reynolds proposed $44,000 price, an architect from HagerSmith attributed the difference to subcontractor estimates.

The contract with J.L. Williams includes a $500 per day penalty for work continuing over the 60 day project.

The project does not include roof work. According to Frazier, leaks in the roof have been repaired. The HagerSmith architect estimated that with proper maintenance, the membrane-variety roof could last another three to five years.
