HPD announces promotions

The Henderson Police Department is pleased to announce the following promotions which were effective on July 17, 2008.

Sergeant J.L. Proctor was promoted to the rank of Lieutenant. Lt. Proctor began his career with the Henderson Police Department on October 7, 1982. Lt. Proctor was called to active military service December 6, 1990 and served in Operation Desert Storm. He returned to the Henderson Police Department on May 9, 1991. Lt. Proctor has served in various patrol assignments, including the Speed Alcohol Field Enforcement Unit, the Police Oriented Response Team, the Governor’s Highway Safety Program, and the Department Bike Unit.

Lt. Proctor was recognized by the Mayor and City Council for his service in Operation Desert Storm in November of 2007, receiving a Certificate of Merit. Lt. Proctor has an Associate’s Degree and is a certified Medical Technician (EMT).

Lt. Proctor will be assigned as a section commander in the Uniform Patrol Division.

Senior Police Officer D.A. Diogo is promoted to the rank of Sergeant. Sgt. Diogo joined the Henderson Police Department November 24, 1999 and has risen through the ranks to attain the rank of Senior Police Officer. Some of his assignments have included Field Training Officer, the Selective Enforcement Unit, K-9 Officer and Special Weapons and Tactics member.

His past accomplishments include Officer of the Year for 2005 (Optimist Club) and the Life Saving Award in 2004.

Sgt. Diogo will be assigned to the Uniform Patrol Division.

Sergeant S.R. Spence joined the Henderson Police Department on August 16, 1999. He has risen through the ranks, attaining the rank of Police Officer III.

His assignments include Patrol Division, Narcotics Division, Highway Traffic Safety Unit, and K-9 Officer. Sgt. Spence is a noted expert in case preparation for Federal Court and has numerous letters of appreciation from various state and federal agencies. He is a state certified instructor and has instructed for the International Association of Chiefs of Police.

Sgt. Spence will supervise the Highway Traffic Safety Unit of the department.
