State board of ed. meets this week


The State Board of Education will meet this week, December 3-4, 2008, in the 7th Floor Board Room (unless otherwise noted), Education Building, 301 N. Wilmington Street, in Raleigh.

One special highlight of this month’s meeting is a presentation by AT&T to support the “Inside/Out” Choice Bus in dropout prevention efforts in North Carolina. The Choice bus is a rolling classroom developed by the Mattie C. Stewart Foundation. The bus is a school bus
that is half classroom and half replica of a jail cell and will travel the state to help demonstrate to students the importance of staying in school to graduate. News media will have the opportunity to tour the bus and ask questions of State Superintendent June Atkinson and others on Thursday morning at approximately 9:00 a.m.

WEDNESDAY, DECEMBER 3

Business/Finance and Advocacy Committee
State Board members Kevin Howell and John Tate, co-chairs

Action items include: replacement of Compliance Commission members and extended employment for science and mathematics teachers receiving career awards.

Discussion items include: the North Carolina Virtual Public School funding formula, More at Four funding rates and NCVPS Advisory Board nominations.

Globally Competitive Students Committee
State Board members Kathy Taft and Tricia Willoughby, co-chairs
7th Floor Board Room, Education Building

Action items include: changes to the 2007-08 ABCs/AYP results, recommended interim cut scores and achievement level descriptors for the NCEXTEND1 Alternate Assessments in reading and mathematics grade 3 pretest, recommended final cut scores and achievement level descriptors for the NCCLAS reading and mathematics grade 3 pretest and recommended
final cut scores and final achievement level descriptors for the North Carolina reading grade 3 pretest.

Discussion items include: allowing retest results in the calculation of performance composites of the ABCs and policies on student accountability and graduation project.

New Business items include: NCDPI Honors Course review and update on math for Future-Ready Core.

Healthy Responsible Students Committee
State Board members Kathy Taft and Tricia Willoughby, co-chairs

Action items include: Report on Gang Prevention and Intervention

Discussion items include: Think Tank for Child Obesity Pilot Program and the Task Force on Preventing Childhood Obesity.

1:00 – 3:00 p.m.

21st Century Professionals Committee
State Board members Shirley Harris and Eulada Watt, co-chairs
7th Floor Board Room, Education Building

Action items include: addition of Middle Grades Literacy Coach as a license area, proposed framework for North Carolina Board Certification for principals, proposed standards for the evaluation of school counselors and school social workers, proposed revisions to the graduate
pay policy and the Annual Report on the Reasons Teachers Leave (formerly known as the Teacher Turnover report).

New Business items include: North Carolina’s Praxis II testing requirements, update on the Regional Alternative Licensure Centers and school counselors’ use of time.

Leadership for Innovation Committee

State Board members Melissa Bartlett and Tom Speed, co-chairs
Room 504 (Video-Conferencing Center), Education Building

Action items include: Cooperative Innovative High School Program waivers and the NC 1:1 Learning Initiative Pilot Expansion.

Discussion items include: Enrollment increase requests above 10 percent and charter school grade expansion and Kipp Board consolidation.

New Business items include: Blue Ribbon Commission on Charter Schools.

THURSDAY, DECEMBER 4

Members will receive a report on the Plan for Statewide Assistance for Schools during their Information Agenda followed by remarks from the State Board of Education Chairman and State Superintendent. Members will then receive reports from Committee chairs and take action on Board items as appropriate.
