City will apply for sewer hook-up grant


Kerr-Tar Council of Governments Executive Director Timmy Baynes told members of the Henderson City Council that his organization will oversee the statutory requirements of a grant that will allow city residents with water service to hook up to the sewer system for a nominal cost.

Baynes made his remarks during the council’s regular meeting on December 8, 2008.

The city council passed two resolutions, one to approve the submission of the grant application, and another to approve the policies and procedures of the grant.

Referring to the second resolution, Baynes told members that the code of conduct policy may have to change. That part of the policy deals with conflicts on interest of staff and elected officials.

Baynes explained that council member Mike Inscoe contracts with the Council of Governments (COG), and that the COG may not be able to “use” him unless the state grants an exception to the policy for this grant.

The COG director noted that this is why Inscoe has “publicly abstained” himself from any votes on the issue.

Baynes said it would be a “big hit” to his program if he could not use Inscoe for [the project].

No one chose to speak for or against the resolutions at the required public hearing before the vote was taken.
