14) How many bids does the state require before a city can enter into a contract?

17) What is the city policy on leaf pick-up?
18) Can the city pick up trash and debris in a stream on private property?
19) Does the city clean ditches?
20) Does the city issue permits for storm water?
21) How much debt remains on the Operation Center and where does the money come from to pay that debt?
