Circa 1990, Vance County requested the AdVance Strategic Planning Commission to come up with strategies for the future growth and progress of Vance County. The commission examined in detail Education, Government and Economic Development and came up with a 59 page document outlining then current outlooks around the county, and also made recommendations for a specific strategic plan for Vance County to carry it into the future. Committee members were Chairman – Sam Watkins, Vice-Chairman – Dennis Tharrington, Secretary – Andrea Harris, Chairman Education Committee – Nancy Bobbitt, Chairman Government Committee – Braxton Poythress, and Chairman Economic Development Committee – John Watkins.
Did they succeed? Has their plan been implemented, and is Vance County now what they envisinioned it to be 20 years later?

Phil Thanks for posting the strategic plan.It proved to be interesting reading with some great ideas to bring Vance County into the twenty first century;however implementation not well done.This plan could be used for a starting point to where this county goes from here.I hope other bloggers will read and thanks to Mr.Bobbitt for bringing it back to life
Kind of looks like Vance County has been going south since 1990. I wish someone could get us heading in the right direction and soon.
Mr. Elmwood, yesterday I did not know the answer to the question you asked on HIH. Thanks Phil for posting entire document. We can individually and collectively determine the parts of the plan that were fully implemented and the quality of the county’s leadership to execute the plan.
Dazed and Confused, I think the decline was well on its way by 1990.
