This memorandum will serve as notice that Chairman Terry E. Garrison has called a special meeting for Monday, December 19 at 4:00 p.m. in the Commissioners’ Conference Room, Vance County Administration Building, 122 Young Street, Henderson, NC. The Board will be sitting as the Water District Board to:
1. Approve project plans and specifications subject to any modifications made by USDA.
2. Authorize staff to solicit bids for operations and maintenance services.
3. Solicit construction bids according the to engineer’s time table.
4. Other items as needed.
The Board of Commissioners will then meet to:
1. Discuss other items as needed.
Anyone think the Commissioners have a clue on the cost of water?
Without an O & M contract in hand, how could you possibly know the cost for offering water?
Of course they know what the cost for offering water will be? If they don’t all they have to do is call ‘you know who’ and he will tell them. The sooner you get some of those ole’ farts off the governing bodies the better off the Henderson/Vance area will become. Too many of them owe too many ‘favors’ to members of the community.
Mingo way back in 2008 the then Chairman of the County Commissioners publically stated water would cost the consumer $.0084 per gallon or less than a penny per gallon. He said that without knowing what water would cost the County. He said that without knowing how few wanted the water. He said that without knowing the need for an M & O.

Deception, the anonymous power broker you hint at has done his damage on water. He succeeded in getting the county water bonds approved, although he is unable to get the majority of the property owners to buy the water. Setting the price for a gallon of water is out of his control.
He used is political powers to pass zoning. Will he succeed to getting taxpayers money (government grants) to build his opery house? Will he succeed in getting taxpayers’ to fund the sewer line from his county property to the city’s sewer line.
