DESCRIPTION OF WORK: Employee in this position will provide direct supervision to Personnel Technicians and Staff Development Specialists. Responsibilities include managing a competency-based Human Resources System, administration of policy and procedures for employees subject to the Office of State Human Resources, all functions of employee relations and lead the recruitment/interview/selection process. Ongoing research, strategic planning, organizational development/implementation and leadership of futuristic Human Resources programs to achieve innovative results.
Lead Staff Development Specialists who deliver ongoing professional development to Human Service Professionals and training needs. Employee takes the lead role in the agency’s interview/selection process and must be knowledgeable of the competency based and legal aspects of interviewing.
Employee in this position must possess and practice ethical behaviors in the administration of employee disciplinary management. Must be able to effectively manage daily interruptions, employee relations and therefore must have the ability to multi-task effectively. Employee is responsible for training, coaching, and conferencing with leadership on various day to day employee relations issues. Responsible for the oversight of the continuous development/improvement and evaluation of training curriculums.
Regular attends agency, community, and state meetings. Must be able to effectively communicate with employees at all levels within the agency and community/state professionals. Requires the ability to work effectively in a teamwork setting and maintain a cooperative and effective relationship with staff, community partners and agency leaders. MINIMUM EDUCATION AND EXPERIENCE: Graduation from a four year college or university and two years of personnel experience in a technical or administrative capacity involving the application and interpretation of personnel policies, and the development of proposed procedures for implementation of approved policies preferably with experience with a variety of personnel programs i.e. position management, payroll administration, employee relations, employee safety, recruitment; staff retention program or, an equivalent combination of training and experience. Preference: Substantial supervisory experience in a human services agency. Social Work Degree (MSW) or equivalent. Work experience in a Department of Social Services or a related Human Services profession. Experience in Organizational Development and Staff Development with demonstrated competency.

DESCRIPTION OF WORK: Position’s primary responsibility is to provide intensive therapy and crisis intervention to a caseload of emotionally disturbed children up to age 18 and their adult parents. The clinical social worker is responsible for assessment, evaluation and management of a treatment plan for each child/adult in the caseload. Position provides intensive, home-based counseling to special needs children and their foster families with a primary goal of preventing disruptions of placements. The clinical social worker is also responsible for the advanced training to foster parents as part of an overall service plan on behalf of children with serious behavioral and emotional problems. This position will work individually with clients and in teams of other professionals. Clinical treatment of children and adults with mental health issues is the primary responsibility of the Clinical Social Worker. Effective communication skills are essential. Requires the ability to work effectively in a teamwork setting and maintain a cooperative and effective working relationship with team members, community professionals, and agency leaders. Applicants must have a valid driver’s license and dependable transportation. Must be able to demonstrate intermediate level of personal computer skills.
MINIMUM EDUCATION AND EXPERIENCE: Master’s degree from an accredited school of social work and two years of supervised social work experience as required by the North Carolina Social Work Certification Board. Must be certified to practice as a certified Clinical Social Worker as required by the North Carolina Social Work Certification Board. Degrees must be from an appropriately accredited institution.

Department of Labor To Provide $100 Million in Grants The U.S. Department of Labor announced that $100 million in grants are available to expand registered apprenticeship programs in high-skilled, high-growth industries like health care, biotechnology, information technology, and advanced manufacturing.
Apprenticeship grants will be awarded to public and private partnerships consisting of employers, business associations, joint labor-management organizations, labor organizations, community colleges, local and state governments, and other nonprofit organizations.
Successful applicants will use the federal funds to develop registered apprenticeship programs that align with other postsecondary education and create career pathways to long-term careers. The grants will also encourage greater access to apprenticeship opportunities for historically underrepresented populations, including women, young men and women of color, people with disabilities, and veterans and transitioning service members.
