Duke Energy and Dominion Power Weatherization Programs


CADA was selected for a set-aside of $44,726.00 in the Duke Energy Progress Helping Home Fund to address Health and Safety, Weatherization, and Appliance Repair, and HVAC Repair and Replacement for portions of Halifax and Edgecombe Counties.   Franklin-Vance-Warren Opportunity (1-800-682-1163) was the agency selected to serve Franklin, Granville, Vance, and Warren Counties in this program.  The program is administered by the NC Community Action Association which has contracted with Duke Energy to work with agencies and non-profits across the state to distribute funds in this $20 million program.

General Eligibility Requirements:

  • Low Income (household income must be at or below Federal Poverty Guidelines of 200%
  • Must be a DEC or DEP customer with an active account
  • Owner and renter occupied residences and apartment dwellings in multi-family buildings with owner approval are eligible
  • Previously weatherized homes are eligible to the extent allowed
  • Fuel conversion/HVAC Replacement if it meets program guidelines

Dominion Power Low Income Weatherization Program

Since 2011, Dominion North Carolina Power has been administering a low income weatherization program to qualifying customers in its North Carolina service area who are 200% of the federal poverty level in single family homes.  This is the same as the state’s low income criteria.  In addition, they have recently received approval to launch a new phase, expanding our low income program to also include elderly on fixed incomes (250% of the federal poverty level), as well as additional home types such as multifamily, mobile homes and manufactured housing.  In addition to a customized report, the improvements include items such as attic insulation, LED lighting, low-flow showerheads, pipe insulation wrap, and faucet aerators.  In the new program Dominion will be working closely with its implementation vendor to work with the state social service agencies / weatherization providers to provide these improvements to qualifying customers.
