I have read the new justification for doubling the deposit rate and again find the justification lacking sufficient data for a business decision.

According to the justification in comparing 4th quarters 2011 and 2012 there was an increase in the percent of customers in arrears and a decrease in the percent of the dollars in arrears. Was this because the total customer base declined? No way to tell from the data provided.
How many of the 458 customers consistently on the cut-off list actually have their service cut-off?
Why the 10% variance in number of customers listed for cut-off between 3rd and 4th quarters 2012?
How many customers do skip-out? How many dollars is the city is unable to affect a recovery?
Why penalize new customers as though they were the root cause of the chronically late?
Is there no exception for a customer experiencing a non-reoccurring extenuating circumstance?
