Budget, investigation, on council agenda


In a rescheduled 7:00 p.m. session of the Henderson City Council, members are expected to vote this evening on a ordinance adopting the budget for fiscal 2006-2007.

It is also anticipated that the budget will include the additional $23,000 in library funding that was approved by the council in a 5-4 vote during its last meeting. It is unclear which budget items will be altered to accommodate that change in funding.

The final version of the budget is to be distributed at the meeting.

Also on the agenda:

* The council will consider an ordinance to close out various revenues and expenditures in the fiscal 2005-2006 budget. A copy of this ordinance is to be distributed at the meeting.

* The council will consider an ordinance adopting a new rate schedule for water and sewer service. A copy of this ordinance is also to be distributed at the meeting.

* Community Development Committee Chair Garry Daeke will report on the CDBG Davis Street Project.

* Chair Lonnie Davis of the Public Safety Committee will report on a proposed city leash law and on community policing concerns.

* Public Utilities Committee Chair Bernard Alston will talk about a resolution and a closeout of the Kerr Lake Regional Water Plant Raw Water Intake Project. He will also speak on ongoing work on the Interbasin Transfer.

Alston will also report on a cable franchise ordinance drafted by Bob Sepe of Action Audits, LLC.

* Mary Emma Evans, Chair of the Human Resources Committee, is slated to discuss a salary increase for city council members once again.

* Journal Committee Chair Elissa Yount will speak on the adoption of an ethics policy by the council and city boards and commissions. She will also update the council on the Chevasse Avenue Project.

* City Attorney John Zollicoffer will report regarding an investigation called for by some members of the council regarding the hiring of the current city manager. This call for an investigation was spurred by remarks made by local builder Dennis Tharrington at a joint meeting of the Henderson City Council and the Embassy Foundation Board on May 24 of this year.
