County approves annual work plan


The Vance County Board of Commissioners approved its Annual Work Plan during its regular meeting on Monday, July 7, 2008.

The document stipulates goals and objectives for the governmental unit in areas such as infrastructure, education, environment, human services, economic development, administration, public safety, planning and development, and animal control.

The document does not attempt to prioritize the goals and objectives.

The work plan includes such goals as:

  • Completing Phase I of the water system project by June 30, 2010
  • To begin school construction by October 1, 2009
  • To visit at least 36 industries for support purposes by June 30, 2009 using pertinent information to help local companies grow
  • To locate and build a motor sports hall of fame in Vance County by June 30, 2015
  • To complete 50 backlogged foreclosures for property tax by June 30, 2010, and 50 more by June 30, 2011
  • To appoint and use a finance office audit committee by September 30, 2008
  • To complete and efficiency study of county departments by November 15, 2008
  • To reduce fuel consumption by law enforcement vehicles by 3% by December 31, 2008
  • To implement a 60 day participation enrollment campaign for the county water project for each phase of the project within 30 days of notification
  • After County Manager Jerry Ayscue introduced the document, Commissioner Deborah Brown called attention to the objective of increasing the percentage of minority employees by 2% by asking what percentage of minorities are currently employed by the county.

    Although Ayscue could not give an exact figure and was reluctant to estimate, he said that a 2% increase per year would probably result in a 50-50 split in the next five years.

    Before the document was unanimously ratified by the board, Commissioner Terry Garrison asked for the overall ratio [of non-minority to minority] and also for a breakdown by department.
