I am pleased to advise you that the recruitment, interview and selection processes for the position of Finance Director are now concluded.
The position was advertised and resumes were received from Colorado and Virginia and several from North Carolina. The interview process was concluded on Friday, 13 February. Based on the applications received and the interviews conducted, an appointment has been made.
Please welcome Sandra Wilkerson as the new Finance Director for the City. She brings with her 29 years of experience in the City’s Finance Department as well as a commitment to continue her education and implement needed reforms and process improvements within the Department. I believe she possesses the skills and ability to help lead the Department forward and carry it to the next level.
The Department has essentially been without a designated full-time director since December 2005. During the period December 1997 through December 2005, the City had three different finance directors and no finance director from December 2005 through January 2008. On 8 January 2008, Interim City Manager Ed Wyatt, in an attempt to fill this void, appointed Sandra as Interim Finance Director and she has served in that capacity since that time.
Mrs. Wilkerson and I have discussed goals and objectives for both the Department and her own professional development. As to the former, major goals include process improvements that address 1) utility billing; 2) utility collections and reducing the large amount of unpaid bills; 3) employee training and development; 4) improved procurement processes and 5) implementing performance based budgeting. Additionally, Mrs. Wilkerson will begin work towards earning a BS in Accounting. Her appointment is effective Monday, 2 March 2009.
