The Henderson City Council approved a “listening post” protocol during its regular meeting on Monday evening.
According to City Manager Ray Griffin, the discussion on how to conduct ward meetings began last fall, and was a topic during the council’s latest retreat.
Griffin said that the policy statement as to how ward meetings will be conducted incorporates comments from the council as well as City Attorney John Zollicoffer.
Before the unanimous vote of approval, member Mary Emma Evans thanked the council for taking her suggestion and “running with it”. She said that she believes that the community as a whole will appreciate it.
The protocol contains guidelines for scheduling a ward meeting, setting topic(s) and developing them into an agenda. It specifically notes that ward meetings are not decision-making meetings and specifically refers policy issues to the full council for deliberation. The mayor will preside at these meetings, and the city clerk will be present to take minutes.
