Complete 540 Public Meetings Schedule Announced


Raleigh – The N.C. Department of Transportation today announced the public meetings schedule for the project known as Complete 540. This work will extend the Triangle Expressway from the N.C. 55 Bypass in Apex to the U.S. 64/U.S. 264 Bypass in Knightdale, completing the 540 Outer Loop around the greater Raleigh area. This will link the towns of Apex, Cary, Clayton, Garner, Fuquay-Varina, Holly Springs and Raleigh. By better connecting these towns and cities, the project is anticipated to ease congestion on area roads, including Interstate 440, I-40, N.C. 42, N.C. 55 and Ten Ten Road.

The three public meetings and one hearing are scheduled at the following times and locations:

Monday, Dec. 7, 2015
Barwell Road Elementary School

Public Meeting: 6 to 8 p.m. (no formal hearing on this date)

Tuesday, Dec. 8, 2015
Holly Springs High School Cafeteria
5329 Cass Holt Road
Public Meeting: 6 to 8 p.m. (no formal hearing on this date)

Wednesday, Dec. 9, 2015
Wake Tech Community College – Student Services Building, Room 213/214
9101 Fayetteville Road, Raleigh
Public Meeting: 4 to 6:30 p.m., Hearing: 7 p.m

The Draft Environmental Impact Statement (EIS) and maps are now available for review on the project website at www.ncdot.gov/complete540.

Printed copies of the EIS, along with maps showing the detailed study alternatives, will be available for review at the following locations from Monday, Nov. 9, 2015, until Friday, Jan. 8, 2016:

  • NCDOT Division 5 Office, 2612 N. Duke Street, Durham
  • Capital Area Metropolitan Planning Organization, 421 Fayetteville Street, Suite 203, Raleigh

Printed copies of the Draft EIS only will also be available at the following locations for review from Monday, Nov. 9, 2015, until Friday, Jan. 8, 2016:

NCDOT will use data from the Draft EIS, including categories such as cost, and impacts on environment, homes and businesses, and historic sites, as well as past and new public comments to recommend a preferred alternative. The Draft EIS does not eliminate any of the alternatives for Complete 540.

Originally, NCDOT had anticipated having the Draft EIS signed by the Federal Highway Administration earlier this summer. With this change, the project’s timetable has adjusted slightly. The revised timeline is included on the Complete 540 webpage.

NCDOT plans to announce the recommendation for the preferred alternative in the spring of 2016.
