Today, the first day of the fiscal year in Henderson, Vance County, the state of North Carolina — pretty much any political entity outside Washington, D.C. — is full of hope and resolution to make this year better than the last, to let bygones be bygones and to move ahead with the optimism that comes from living to see the calendar change again. OK, so it’s not as dramatic as all that, but there is one interesting change that goes into effect today: The Vance, Granville, Franklin, Warren Area Authority ceases to exist. Under the state’s mental health reform program, VGFW and Riverstone, the mental health agency for Halifax County, had to merge to create a service area with at least 200,000 residents (the five counties have about 225,000 combined). The resulting agency, with its hopes for increased efficiency from economies of scale, resisted the urge to tag Halifax onto the end of its already long name and went for the simple solution: Five County Mental Health Authority.
